Cannot register a guild charter

It says I got all 10 signatures, but when I go back to the guild vendor, it will not let me register. I spam click "Register a guild charter," but it will not respond. How do I fix this?

place the guild charter in your main bag, first slot

I recall there being some bug like this somewhere else...

Dreez is right, the issue is the charter needs to be in your main bag.

Funny, this is exactly how it worked in Vanilla. I remember struggling for an hour trying to figure out why I couldn't register a charter back then.
