Obvious Dual Boxing in STV

I don't know how many times I have ran into a player the same level as me with a (Skull) character /f on them. The low level fights me until I almost kill them. As soon as they are close to dying; Magically the (Skull) character starts to not /f them and 1 shots me. The characters that were dual boxing were "Saty" and "Hearing". To my knowledge dual boxing is not allowed on this server.
