Unable to register a Guild

I have a filled Guild Charter, but the "register a Guild Charter" option @ the Guild Master in Orgrimmar does nothing when I click it.

Im also getting strange messages of people "declining my guild invitations" when I've never even invited them in the first place.

Any help?

Put your guild charter in your main bag and try again.
