How do you file a ticket that the system will accept?

I recently tried to file a ticket for an item to be xferred after an instance, but the system dismissed it as a bug report. This happens to me nearly every time I file a ticket. How do I work around it?

Use stuck or harassment to fill a report, but a gm will not restore or transfer your item.
