Warlord Goretooth won't give me the Ony quest letter

I want to start the Ony prequest line and i know it starts with Warlord Goretooth at the top of the tower in Kargarth.
I understand you must speak to him and eventually he gives you a letter starting the quest...

well no matter what i do he wont give me a letter, is it bugged?

I think for horde you gotta do the LBRS Q for the rare items 1st?
