Turn in for final quest in Missing Diplomat Quest broken.

I'm in Theramore attempting to speak to Proudmore to finish the question. She has a golden question mark over her head, but doesn't have the option to complete the quest with her. The Archmage next to her has a blue question mark over his head, and has Proudmore's dialogue and quest reward, but no option to complete the quest with him.
