Quest: Infiltrating the Castle: BUGGED!

When I go to turn in the quest Infiltrating the Castle to Tyrion in SW Keep, Tyrion informs me that he's currently working on a delicate matter and that he'll be with me in a moment. Additionally, the quest marker doesn't appear (even when I'm near him), and his tech-bot is there with him. I understand this has been an issue before, but the bug was apparently a problem during mid-2009... I was hoping it'd be fixed, even in the Vanilla reboot. Please do what you guys can, and if any other players are reading this, please list ways to get around this quest (if possible). Thank you!

any fix? why was I able to complete this on the pvp server but on the pve server its bugged?
