Players kill low lvl NPCs - permanently

sorry for disturbing you but i got a question:

Players like the Nostalrius PvP Alliance Nightelf Priest "Foucaulte" kill horde npcs in low lvl areas permanently, e.g. now in Mulgore beginner´s zone

do i we have to live with that? i got a screenshot of it but it is too big for this forum
