Eastern Pylon and bug report not working

Every little bit of info says 47 until I found this on an obscure website http://wow.magelo.com/en/quest/24726. There seems to be 2 quests for this? I guess you guys implemented the one that requires 51 although every other vanilla DB requires 47 so IDK.

Edit: After a good amount of research, I have concluded that talking to the Pylons requires level 53. They won't interact with you before that.

Even though the quest to receive Crystal Pylon User's Manual requires only level 48, the quests to turn raw Power Crystals into Crystal Force, Crystal Charge, etc.. require level 53.

After reaching level 53 on my toon I was able to talk to the Pylons and turn Power Crystals into their respective buff items. I wasn't able to do this at level 52.
