Okay, so I have finished a quest called "Red Leather Bandanas(QuestID=153)" and I have proof of that, because I have the cloak as a reward.
But I cannot get the next one from the other quest giver "Red Silk Bandanas(QuestID=214)" but I would have chosen the Axe if I had of completed it.
Is there any way to check whether I have?
If I have and chose the wrong one, well that is my fault. But if I haven't is anyone else having trouble with it?
Edit: Okay, so I just worked it out, apparently it doesn't say this on anything I was reading, but you have to have done the Defias Traitor quest. Which I just worked out. I will leave this up for others that have the same issue.
