Squire Rowe - Will not spawn. been waiting 3 hours.

So as the title says Squire Rowe will not spawn. I have searched forum and saw a GM saying to others to wait as his respawn timer is long. How long exactly is long? i accept i can wait for him but ive just watched the whole a 3 hour film from start to end waiting on the guy.

This is for the Onyxia pre quest so i can't skip it. Im not joking hour 4 we are moving into here.

Maybe thats a new thing? I havent had a problem with him. Just checking but, are you looking at the right spot? Right by the entrance to Sw standing against a wall.

im 100% in the right spot. Must have talking it over with 30-50 people in game. All gave up on it including me now. I understand things don't always go smooth. Just a pain in the arse

update: after all this time rowe is back but there are 15 copies of Marshal Windsor on top of each other outside SW Keep and after escorting Windsor he just pauses on the other 15 or so. I was able to get him to move on though. Just very buggy at the moment.
