I think it is a safe spoting. Guards don't attack the horde at this pic. But if someone engage against him as you are saying the guards will attack him and kill him.

Argent Dawn Guards on retail had a massive aggro range so this safe-spot didn't exist in Vanilla.

Saying guards had a larger aggro range in vanilla doesnt mean anything without good evidence.

This same stuff happens in Tanaris when people kill (both Horde and Alliance) right outside of town and the landing spots for the flightpaths. Yet it seems people only cry when it happens at Light's Hope.
