Chat Function Not Working

Hello all, my chat function doesn't work. I try to type and my character doesnt say anything. I've looked the issue up and the solutions offered on other sites don't work. I was hoping someone here knew how to fix this for good.
I've tried leaving and rejoining channels and all that. Thank you.

we have multiple chat restrictions in place due to the large number of gold spammers and similar annoyances. These restrictions are gradually lifted from your account as you level up higher. As annoying as they are to new players, they unfortunately are a necessity.
