Chain Lightning With Elemental Mastery Appears Bugged

When i use Elemental Mastery and then cast Chain Lightning, Chain Lightning is often completely resisted by players even well below my level.

I've tested it on many occasions across a diverse level group; from people my level and a little above, to people up to 5 levels lower than i am, who have no nature resistance.

Today i EM + CL'ed an arms warrior who was 6 levels below me and she resisted half of the critical damage. How does something like this happen? She has no nature resistance gear, i purged all buffs first, so no resistance from mark of the wild.

I'm convinced there is something wrong with either Chain Lightning or the Elemental Mastery + Chain Lightning combo.

If anyone can shed some light onto what might be going on, it would be most appreciated. Thank you!
