Player abusing neutral town.

I'm not sure if this is the right place to post something like this but here it goes.

A player by the name of Fateswarning is a horde hunter on the PvP server. He is abusing the range at which the town guards can attack him which is in violation of the Terms of Agreement :

"Nonetheless, certain behaviour goes beyond what is considered fair and are considered a violation of this agreement. This behaviour includes, but are not limited to, the following:
-Engaging in combat whilst standing on a section of the world that neutralizes the ability of town guards to detect and/or engage you."
