Guild registration bugged.

Hello,
today i trier a several times (3) to create a guild. I collected all the signs from 9 people.
I did'nt work yet. Need support please.

Edit:
Tried to delete folders 2 times
Tried to relog and restart game 2 times
Tried to find help in world channel
Guild charter still in my inventory with the signs but can't turn it in

As dumb as it seems, you have to have the charter in your main backpack for it to work.

Diametra is correct. This is a peculiar quirk of vanilla, and it was present in the original vanilla as well. In order to register the guild charter, it has to be in your main bag.
