Why innkeeper in undercity only open shop?

It's more likely than not you are using an addon that is bypassing the gossip screen. You can try disabling all addons and this should fix it.

In you are using LazyPig, type /LP go to Single choice rules => Gossip auto processing (uncheck this)

Thx you. I didn't use that addon but anyway when i turn off all my addons its works fine.
