Trainers no longer offer respec

Title is exactly my problem.
Character: Lightcradled on PvP server

I'm a priest, horde, and can't get a trainer to offer me a respec. There is no talk dialogue, the hovered cursor is the book icon and the npc goes straight to the window with learnable skills. The trainers I encountered this on are the two priest trainers in Undercity.

I have tried deleting my WTF/WDB folders, logging out/exiting and coming back to them, zoning through an instance and then back out, disabled addons, and reinstalled the game. None of these fixed my problem.

I have added no addons recently nor have I edited other game files. The only thing out of the ordinary that happened recently was me being stuck in combat once I joined a Scarlet Monastery cathedral instance and was in combat until I left (no mobs were alive, and I was out of combat just until after the first pull ended), and then after aggroing one of the mobs on the way out I was again in combat until I logged out in Undercity.

EDIT: I took the zeppelin to Org and talked to the priest trainer in the Valley of Spirits, and he was able to respec me just fine.

EDIT 2: The trainer at Thunder Bluff also can respec me with no problems. Maybe it's just the Undercity trainers that don't like me right now. I will test them again later when I have time to go back to Undercity.
