Gear refunds

Hello, I already had a whole post up but it got locked after the ban was lifted and no attention was paid to this.
Its nice to have my account back but having worked on my character for 900 hours and having all my gear vendored feels pretty much the same. With this topic I would like to know why you dont refund gear that got stolen from hackers and how u cant put a GM on this fulltime by adding a refund fee for a few bucks.
Obviously there has to be some proof that xxx character had the gear before the hack but there are alot of ways to confirm this, for example my character:

1. Realmplayers, here u can see wich gear character had (item sets),attended raids and loot information:

Because it took this long they removed item sets (wich shows previous weared gearsets).

2. Look at honor gains and ask guildmembers.

3. Most guilds use WebDKP or some other gear tracker wich they use for raids, we use WebDKP:

What I want to know if with all these options to verify that the characters have had their gear why cant u change policy and add / hire a GM who focuses on this and if needed add a refund fee? (becuase I heard the only reason was that GM's dont have time for this becuase they also have real jobs).
