QUEST BUGGED: Theramore spies in Dustwallow

This is still bugged and impossible to do as a rogue, and this is a pre-requisite for other quests aswell

Tried doing it with my lock, AOE:d a lot of places where they were suppose to spawn... still no spies :/

Same here just found some with Flare but they are not visible otherwise not even with Track Hidden.

I'm playing on a rogue and its pretty annoying not to be able to do this quest.
Has any rogue tried Distract the whole place, could that possibly work?
Sorry I'm still a bit new to the game and don't know exactly how does the Distract work.

Bumping this because I just tried this quest too. Pretty sure stealth visibility has a lot of bugs on Nostalrius. You often can't see stealthed NPCs, no matter how high level you are and have to wait for them to attack (like the Theramore spies by luring them with AOE, or the shadow panthers in stranglethorn that auto aggro). With other mobs on the other hand their stealth seems to do nothing and you can see them from huge distance away (Satyrs).
