I wonder if it's possible for me and my brother that lives in the same apartment to have one account each and play with each other without getting banned?

That is perfectly fine.

The only thing you should really avoid is use /follow - technically you will be multiboxing, and if a GM spots you while your brother is "on the bathroom", you will get a warning or ban.

Also, keep your account information secret, so you don't know your brothers info and vice versa.

Why do you say that?

If you are on /follow and a GM asks both players to stand up - but there's only one, then you were caught multiboxing.

If you still say it is silly, then I will refer you to the Terms of Use.

Why? Because I don't see how this person should worry about an in-game feature while playing with their sibling...if a GM jumps to conclusions, doesn't take the time to sit and wait to observe their actions for longer than 30 sec - 1min to make an accurate decision that it was clearly a rare natural AFK occurrence of two people playing together in the same household (aka going to the washroom) then resumed playing shortly after, then I feel sorry for people in this situation because they were banned due to lack of GM investigation.

Many people have been banned while using /follow - did they multibox? Only the banned one(s) know.

Therefore I am just telling him what may happen if they use /follow. There are no reason to come up with weird conclusions.

This is the GM's stance:

You can play from the same IP-address as long as it is actually 2 human players and not just you by yourself. But your brother can not toggle /follow on and nip off to the corner store while you keep grinding mobs. If one of you is not at the keyboard, log off.

While I agree with this, this puts us who don't play from same IP at an advantage. I once /follow someone and went to the corner store during a gnomer run. The group was okay with it and they did FFA with strict ruling (guild run so everyone was trustworthy) until I got back.
