Guild Charter bugged?

So i created a guild, but when i got the charter in my bag i cant do anything with it. i cant open it nor have people sign it. i have tried relogging, reloading, exiting and whatever. halp

And yes i have it in my main bag, tried all the bags. spent around 2 gold remaking to get a new guild charter. i even created a new character, same problem there

I have the same problem , me and my brother bought 3 guild charters to check if we could fix it somehow but nope.

This is really pissing me off! I have: Deleted cache, wtf, interface, reeboted, switched place in every slot in every bag, made a new character, made a new account with a new character, even tried with a friend and he didnt get it to work either. So im really out of options
