[Bug?]Quest chain for rogues, "A Simple Request"

I have completed the first three quests in the chain, but I do not get the follow up quest called "The Azure Key", link to db:

After completing the quest "Encoded Fragments", the NPC Archmage Xylem does not provide any new quest.
It kinda is the point of the entire class quest to get the final quest, as the rewards are very..rewarding.

Could you please assist me in this matter?
