I suppose Lowminex could call his ISP and let them know he's having problems connecting to a certain hop in Canada. Most network tech supports don't have the ability to fix this. They could escalate the problem. Their job is to take calls for typical tech support needs (i.e. "I can't connect", "I can't access my email", "How do I surf the web"). Routing the network through a different hop would require a Network Designer to take action. There's also the issue that some major Internet networks are controlled by Governments for censorship reasons. If this is not the case for Lowminex, he could choose another ISP and hope their backbone routes successfully. Beyond this there's really no "dynamic detouring", at least not in any version of Windows. Application-based Proxy VPNs - like CyberGhost - is pretty much the only thing Lowminex can do to fix his problem.
