The Defias Brotherhood chain breaks

After finishing The Defias Brotherhood (5) (the one where you have to kill the messenger) I don't receive the follow up The Defias Brotherhood (6).

I haven't met anyone else who complains about this, but I'd still really like it if I could finish that chain : D

I ran into this as as well and discovered it has to do with whether another player or group is already escorting the Defias Traitor to Moonbrook or not. The Defias Traitor only spawns when nobody is actively doing the quest, otherwise, if another player or group accepts the quest and the escort begins, nobody else will be able to pick up the quest until they finish.

Since there's over 6K people actively playing on this server, players are frequently doing this escort quest which makes him appear missing or breaking the quest chain. You just have to camp at the Sentinel Hill tower and wait for him to spawn when the previous player/group finishes it.
