Mystical FPS problem

Hello everyone and sorry for my english :)

I have some mystical problems with fps since yesterday. I started playing 3 days ago, my fps was between 140 and 500, all was ok. But yesterday when i logged in, it decreased to constant 62.1 with some notable freezings (same problem with my second PC. Second PC is very old, but here WoW runs with 122.1 fps now). Latency is about 40 ms.

Why this problem is mystycal? :) Because when i start any other game or application in second window my fps becomes ok. No matter what application - Dota 2 or Winamp or WinRar etc.

My home PC: Inter Core i7 4790, GTX 770 , 8 GB RAM, WIndows 8.1 x64.

My second PC: Inter Core 2 Duo E6750, ATI Raden HD 3800, 2 GB RAM, WIndows 7 x32.

I reinstalled WoW at my home pc, but nothing changed. Today i will reinstall Windows. Also i need to say, that retail WoW runs with 80-160 fps (Ultra settings).

Your graphics card can dupport much higher fps then 60,
However the native refresh rate of your monitor is most likely capped at 60.
There is a setting in wow that shows the highest achievable fps, but as far as i know it will still display 60.

My monitor supports 120 hz, and Vsync is turned off. I played for 2 days with good fps (120-500), but this problem happened yesterday. I can't play now, because it freezes every 10-20 seconds (I know that 60 fps is very comfort to play, but this freezes and lags is not). I can feel the difference between 60 and 150 fps, and WoW displays fps properly when i press Ctrl + R.

When i run WoW - i have problem with fps and freezes, but when i run WoW and for example Winamp or Dota at the same time fps becomes ok and freezes disappears.

I have just noticed, that when i run WoW client without other applications processor frequency stays at 0.8 Ghz and when i run WoW + Dota 2 it increases to 3.9 Ghz. Maybe there is some possibilities to set frequency specially for WoW ?
