Unable to register my guild

When I hit Register, zero happens.. are there other requirements besides the signatures that I need? Just seeing if I am missing something here.

Make sure the signed charter is in your permanent main backpack (not one of your swap-able bags).

If that doesn't work, maybe the guild name is already taken?
