To my knowledge, you've always been able to create ally and horde on the same account; this isn't anything new or recent.
And yes, you lost your shammy. Character restores are not offered on this server.

NO I COULD NOT, this is the reason that i have deleted him,
You can have TWO ACCOUNTS from the same ip
If you deleted your low level Shaman before searching or reading the forums then it's your own fault
