So i was doing the quest "The Missing Diplomat" i think i am at 16. part of that quest. I need to find private hendel. I spoke to the dude at town and came to the tower, found private hendel but i cant interact with him. He doesnt have an exclamation mark over him. Everyone else came did the mission and left but me. Any suggestions?
