Scarlet Subterfuge - Can't be Truned in

It is not possible to talk to Highlord Taelan Fordring during the Scarlet Subterfuge quest. I am standing beside him with the quest item "Tirion's Gift" in my bag and disguised as a scarlet crusader, and he is just ignoring me

I tried to retake the quest, relogg etc. but nothing worked. The link is a screenshot.
