Issue with Guild Creation

I currently am not able to complete guild charter registration. I have deleted the charter twice and retrieved 10 signatures twice. I am still not able to turn in the charter. Any ideas as to what is causing this issue?

Make sure the charter is in your primary bag (The 16-slot backpack) and not another bag.
