Might be worth checking. The steering issue happens rarely with excessive lag/packet loss but it usually fixes itself after a short while and shouldn't even require relogging. This seems like your account settings got corrupted somehow.
This happens in Windows 7 as well. It's because the new security model in windows 7 prevents programs from writing to any path that is not in your user folder. If you run wow as an administrator it is able to write to the wow install folder and a whole host of issues goes away.
