I'm in Western Canada and I average 160-200. I have never seen it above 200 and I'm at 173 right now. Anything averaging over 200 in the US is probably your computer, LAN or WAN and not necessarily the server itself.
Unfortunately I can't get an echo response from the server (possibly due to their ddos proection) so I'm not sure how we can track or trace this if it's the WAN such as a bad connection between your ISP and the Server's ISP. Hopefully someone else will chime in with a solution for this.
Have you verified that it's not your local connection? You could try checking your Ping to your Router and Google.
I'm not sure how accurate this is but it was mentioned
here that deleting your WDB folder may help.
If your install is in the C:\Program Files (x86)\World of Warcraft Classic\ folder than you'll also want to try deleting the C:\Users\%username%\AppData\Local\VirtualStore\Program Files (x86)\World of Warcraft Classic\WDB folder.
I'd recommend sticking with it though, this server is a real blast!
