Thought I'd just post an update. It has finally been fixed! Go wild with your 29 hunter/rogue twinks!

Edit: Since it was mentioned in this post and since the Rifle/chest now requires level 29. Does anyone know if Razzeric's Racing Grips has been fixed yet? ( http://db.vanillagaming.org/?quest=1176#wh-comments )

Just found out for myself first hand(no pun intended) that you can in fact also do that questline on level 29. Total EXP: 15450
