This situation is actually pretty scandalous. Like you said, many players share accounts, and in general this is pretty difficult to enforce.
Mengnan was a hardcore PvPer. As far as I know, he solo queue'd most of the time and did not have a premade and if you haven't noticed, premades own PvP. So when Mengnan's honor gains and ranking became an increasing threat to said premaders, action was taken. From what I heard, he was told and threatened not to go over a certain amount of honor points that week, to ensure that the premaders got their planned ranks, in their decided order.
However, Mengnan did not listen, and the premades reported him for account sharing, because they couldn't deal with the fact that this guy was about to mess it all up for them.
As to how admins discovered he was account sharing or if he actually was, I don't know. From what I hear, it was because he had been online for 24 hours straight or something like that. Its funny because if he had been online for 24 hours straight, it would mean that he wasn't account sharing because no one else logged in for him, and that it was the same session on the same computer. Sure, it might have been his friend taking over for a while, but is that really bannable? How is this proved?
All in all its a pretty sketchy situation.
