I did the same as Fyralix and worked for me too. Just take the quest and click as fast as possible on him to start the dialogue.

Still bugged.

Tried dropping and retaking the quest then "clicking fast as possible", but all I get is a dialog window with "Greetings, (character name)" and the NPC can't be clicked after that.

Yea not working for me either, he just says Greetings

Glad they removed the only way of completing this quest rather than fix the dialogue itself.
