Found the issue and sort of fixed it.
So I got around to reinstalling my system to Win8.1 and after having everything set up the stutter was back. So process of eliminaiton, the only thing that was different now from when i did my test was the drive the os + game was installed on. It was now installed on an SSD where in my test it was installed on a standard hdd.
When i moved my wow instlalation to another drive (not my system SSD) the issue was immediately resolved.
For reference, the SSD that caused the issue was a crucial c300-ctfddac256mag. Did multiple checks on it but the emangement software said there were no problems with the disk.
