Sending a person to jail does not solve a problem only postpones it and perm ban is more equivalent of death sentence or life in prison.
I would go for removing all gold and items (legally or illegally obtained) from first time offender characters before perm ban and removing all illegal gold/items from characters that were given/traded items/gold with the offenders. However I am unsure of how complicated it is to establish what was legal/illegal gold/items on people who traded offenders as I never was a part of running a server and this would probably just complicate things beyond reason.
So now we have dozens of people running around with alcors sunrazors obtained through abuse but bought for hopefully legal gold. How about that? BiS tanking weapon that should be worth thousands of gold and should be obtained by coordinated work of a whole guild in order to equip their tanks so whole guild benefits. Dozens of people; most guilds have a few. I am pretty sure leaderships of the guilds were aware the drop rates were bugged or that there was some kind of a bug abuse going on.
Where is the line drawn ?

Stabbys case is a bit different as it was only concerning BRD vault which was not banable on other private projects or in retail as far as I know. Nothing as game breaking as acquiring dozens of Alcors Sunrazors.
Its basically like punishing a person that was speeding and a person that was speeding drunk and killing five people with same punishment.

You are correct, you were able to do coffers on retail until Cata iirc and my case along with a few other people I know's is very similar to stabby's as well.
