This isn't actually a bug. If you read the NPC /say text he will tell you to sit down and listen to his tale. Try sitting down before you talk to him.

lol well when i contacted the gm about that issue he told me it was a bug so idk i dont wana go back out there someone try it.

It's actually true, you have to sit down and then right click Tirion and start clicking the chat bubbles.
It does work, I'm further into the questline now.

If you can't take a little time to report bugs, GM won't take time look into them either
