Nostalrius Begins - Quality wow vanilla realm (1.12)

I have completed all the Blightcaller quests as well as "The Flesh Does Not Lie," and I have not been able to pick up the quests "The Active Agent" and "Ramstein." The Active Agent is the follow up for The Flesh Does Not Lie, and Ramstein should be offered once the Duskwing and Borelgore quests are completed. Are these erroneously missing, or are they not available until a future content patch? I'm assuming the latter, but I want to confirm.

The rewards are 1.7 so they must have opted to keep the quest out to prevent people from missing out on a BiS vs UD trinket

Ah, okay. Just wanted to make sure I or the server didn't screw up somewhere when I was trying to get this and Ramstein. Thanks!
