When you say you cannot "use" chat, do you mean the game does not let you click your mouse pointer in the text field and begin typing, as in, can't initiate your own chat messages? Or, do you mean the game does allow you to click your mouse pointer in the text field and begin typing, but when you press Enter to send your message, your message doesn't appear in the chat channel?
If it's the former, there's a
thread with a similar problem where a person is having trouble using the chat channels (General, Trade, Defense, etc.) that I believe is still on-going.
If it's the latter, there's also another
thread where it's a known issue that sometimes the chat channels let you type messages but your messages don't post to the chat window. The fix is to /leave and /join the channel again.
