At DMCA.com we are familiar with the process of DMCA Takedowns or Cease and Desist notices within the EU and within every country throughout Europe.
I don't know a lot about international laws or any action EU can do against emulation or subverting hosted services by the game developers, but I know there
is something Blizzard is able to do. Since Nostalrius Begins is basically a non-profit organization, I highly doubt Blizzard will spend time taking action against this private server. After all, money makes the world go round.
