Getting really high Ping, unable to play

Hi guys, sorry if this has been posted somewhere i looked around and didnt see much. Saw stuff for connecting to the server but my problem is after ive been connected.

Im from the central US idk if that matters, but there are friends that dont live far that are not experience this problem.

Basically i log in, then it says 0 ms and nothing loads for me. by the time friends list, chat etc... loads the ping shoots up, so far ive seen it as high as 13k. I cant play anything like this. it will let me walk around and interact for about 20 seconds before it just stops. its like i just stop getting a response from the server. All other games, downloads, internet connections run fine so im not sure whats happening. anyone else experiencing this?

Same problem here only I'm from the EU.

Logging in ping is at 0. Then sometimes it goes straight up to 300-400 range and after a while it sits at 1000ms.

Few times my ping stays at around 15-30ms and then it goes up to 600-800 when I start combat or interacting with NPCs
