Nostalrius Begins - Quality wow vanilla realm (1.12)

For some reason me and like 5 other people can't use the wanted board to get the quests in hinterlands. one of the guys said he could use wanted boards in stonard and some other zone. would really like some help with this, bc I really need a cape from one of these quests.
