As attacking and/or killing players in a safe zone with having no harm from guards is bannable, showing this:

Ah yes, as we call safespotting as in when a caster or range dps class can get to somewhere and kill you without being harmed by guards and anyone else is perfectly blizlike... Im with you buddy but incomming all of the flames about how its perfectly ok to sit somewhere and fuck over the opposing faction trying to quest.

Yeah...not ok on this server anymore as clarified in the TOU.

Whether anyone likes or dislikes it is irrelevant. This is the current rule; adjust your gameplay accordingly.

I would like to disagree (which I am a low level and will happen to me when I get there) BUT I had the same problem last year on the Blizzard Official game and made a petition about it. The answer was that is a PvP area and everything is working as intended.
If the guards have no path to reach the "criminal" than they will not attack him. Specially Gadgetzan is in a PvP area and that is not considered a BUG. Which in my opinion is crap but I cannot do anything about it.

The current rule is Nostalrius-like, and therefore, entirely appropriate.

You are correct, according to ToU posted by Viper, the safe spot of the top of a building is a bug abuse:

Thank you for the clarification, as a rogue trying to get up on the roof to defend my self against a range attack is nearly impossible. I am glad to hear this is no longer allowed.
