Bugs occurring on a specific account

So I started playing Nostalrius when it launched however many months ago that was.
I took a break and didn't play or log on for a while.
When I returned recently, I'm having these errors. And I have deleted my WTF and WDB folders and INTERFACE folder in attempt to resolve the problem. I've logged out, closed the game, done so over and over.
The bugs I'm having are:
I can't use general chat (type /1 in chat? I tried leaving general, leaving 1, joining 1, joining general, etc)
I can't use trade chat ( same as above for trade)
When sending mail, as soon as I type a character into the "recipient" box, there is a lua error message.

I was sending items to a new account where these bugs don't seem to exist. To worsen it all, the items were not delivered and are lost. I have no idea where they are. But a mail of gold I sent did get through to the new account.

None of these issues exist on the new account. I don't understand how this can be happening because I have cleared the folders I would normally think you need to clear.

So help? Can the items be found/restored? And what's causing me these bugs.

EDIT: The 'lost' items were delivered finally, ignore that problem.

Usually these errors are caused by addons which have modified the game files, if you deleted the Interface/Addons folder. Start the game again. Login but do not enter any world.
Restart the game and enter again.
If the problem is not fix I would suggest to delete the game and reinstall it with sources from https://en.nostalrius.org .

Update:
I did as Juflux said. I deleted again, all the folders. WDB, WTF, INTERFACE.
I started the game. Closed it. Started it. Logged in. Closed it. Started it. Logged in. Chose a realm(nostalrius). Logged out. Closed it. Started the game. Logged in. Entered the world.
I then tested the mailbox like I have been. The error message still came up.
But I CAN use general chat and trade chat. The chat system is fixed.

Also, on the new account, the items sent by mail finally arrived so no need to delve into that. The lost items were probably never lost and the mail system in this server is a bit slow?

I'm left to wonder why the error message only appears on this specific account when using the mailbox. The new account never sees it happen.

Have you tried a full blown uninstall of WoW, delete any remaining loose files after the uninstall, and reinstall WoW again?

Mailing any items (including Gold) to another account takes 1 hour. (Standard Vanilla WoW rules)

I reinstalled completely. Meaning I deleted the directory. Then I copy/pasted the fresh wow folder. Nothing was left when it was deleted. I start up the game and login to that bugged account first. And yet again still seeing the same error as soon as I type a letter into the mail recipient box. Like I could try downloading a new client from somewhere else, idk where yet. But honestly, why is this one account getting the errors. The other account has no probs.

Also JCarrill0, the gold was sent immediately. No hour delay on the gold.

The mail is sent instant, I had this experience with Action House items sold. Also from 1 character to another on the same account is instant.
