If a player does not comply with the Terms of Use, you can report them.

First: /ignore the character.
Second: Report to a GM in-game. Click "Help" > "Issues a GM can assist with" > "Character Stuck" > "Still stuck; Page a GM" > paste your screenshot link along with a description of the character (Name, race, class, etc.) and the offenses they are committing. A GM will take it from there.
