Reporting players?

So I'm not sure how reporting works in this game, but I can tell there's a lot a player can get away with saying. The player Sniper (with an accent) shown in the Darkshore General chat has been harassing not only I, but the rest of the players in the area as well. This took place close to an hour ago.
