Error 134

I've already played this game, but then like 2 weeks ago I started getting this blackscreen on launching.
The screen resolution changes to that of the game and it seems to be loading, but It stays black.
Error logs say its error 134, with the following description:

Unable to establish a connection to socket: An attempt was made to access a socket in a way forbidden by its access permissions.

I tried changing permissions \ running as administrator \ reinstalling the game \ starting up "secondary logon" service \ disabling anti-virus and firewall.. Nothing worked

Doing a quick search on the internet, I see the resolutions for this error are about the same as for error 132, which is-all over the place. Seems to be caused by a difference in data client side and server side. I would think a clean install would fix it , but nah.

You can take a look on the internet too, and try one of the 500 competely different solutions...it's a mess out there.

Perhaps someone here has a more relevant solution. Good luck.
