For starters, you have to be higher than level 5 to use chat channels. That said...

Try deleting the WTF folder and logging into WoW and seeing if chat works.
If that doesn't work, if your WoW folder is installed under the C:\Program Files (x86) directory, cut and paste it directly on C: so it'll look like C:\World of Warcraft Classic. Then launch WoW and try chatting.
